Le CENELEC a vu le jour en 1973 de la fusion entre le CENELCOM et le CENEL en tant qu’organisme à but non lucratif relevant du droit belge.
Le CENELEC fait office de plateforme destinée aux experts pour le développement de normes européennes (EN) qui facilitent le commerce mondial en écartant les barrières commerciales, en encourageant la croissance économique et en conquérant de nouveaux marchés. L’objectif du CENELEC est de se mettre d’accord sur des spécifications communes afin de satisfaire aux besoins de l’industrie, aux attentes des consommateurs et de créer des normes qui répondent aux exigences du marché, mais aussi des normes harmonisées qui permettent de soutenir la législation européenne.

Le CENELEC est une organisation d’intérêt public régie par le droit belge. En plus du CEN et de l’ETSI, il est l’un des organismes de normalisation européens (SDO). Le CENELEC permet d’accéder au marché européen, mais aussi international, et reprend des normes internationales à chaque fois que c’est possible en collaborant étroitement avec la Commission électrotechnique internationale (CEI) dans le cadre d’accords correspondants.
Le CES est le comité national suisse au sein du CENELEC.
Nouveaux projets de norme
Au CENELEC, le Bureau technique (BT) décide si un nouveau projet de norme doit être lancé. Le principe consiste à éviter d’initier des projets de normalisation parallèles dans différents pays.
Processus de coordination
Au sein du CENELEC, les votes des pays sont pondérés différemment selon leur taille et leurs indices électriques. La Suisse se situe au milieu du peloton en compagnie de l’Autriche, de la Suède et de la Bulgarie. Au CENELEC, un document est réputé admis s’il obtient au moins 71,00 % des voix (sans abstentions).
